Killing is absolutely forbidden in Union upon penalty of exile, but dueling is still permitted, simply not to the death. They generally take the appearance of more standard Pokémon battles, even if between two Enlightened. Regular people would probably duel with blunted swords, you can settle disputes by combat but you cannot seriously injure or especially kill your opponent. You fight until one yields or is knocked out using nonlethal means.
