Heya! Alright, so I think we understand where you're coming from now!

To directly answer your question, we can't actually accommodate entire new regions requested by players for several reasons. In terms of pure logistics, the actual setting has been almost fully plotted; we understand that it appeared that we were able to make the islands for the KH crew, but what actually happened there was that there were islands in existence that we could allow them to use for their purposes.

In terms of practicality, it would quickly get out of hand with canons asking for their own regions, and we would like to avoid that. To avoid favoritism, we would have to accommodate all of them or none of them, and our policy at this time therefore is that we cannot create new AU regions for individual canons.

What we do allow is the creation of small settlements in existing regions - usually a settlement of under 50-ish people, and this is something we've allowed in the past. The understanding also is that characters have left these settlements and do not intend to return. Generally, for some characters, it is vital to their characterization that they are 'outsiders' for some reason; in this case, we try our best to allow them to retain that 'outsider' feel.

Otherwise, we ask that people app from one of our existing settlements, which is either Union or one of the civilizations found here.

In terms of the One Piece pirates, we would like to ask you to clarify why you feel the Archipelago is not appropriate for these guys. We do have existing pirates from these islands (Isabela from Dragon Age) and we're not entirely certain what the complaint is. They could certainly be pirates that are outlawed from their homes if you believe that is necessary; the character Isabela happens to have a bounty of sorts on her head, I believe.
