1) Motorcycles and motorized vehicles are not available right now due to the lack of internal combustion engines. Organized crime can exist and we do have characters involved in that sort of thing, although it needs to be pretty secretive. Motorized vehicles may eventually happen if a player plot is initiated.
2) Cigars are fine and are generally acceptable to smoke. Expense is about the same in real life. Individuals and individual establishments may frown upon it. An Enlightened or anyone can say whatever they want to justify their poor habits, but individuals will probably still frown on it regardless. Making your own cigars won't be illegal, if that's what you're asking.
3) The Swords aren't all issued swords, no. Individuals may have personal Enhanced weapons that they use to assist with their tasks although using them to attack people directly is pretty unusual since murder is so taboo. Random kids running around with baseball bats and metal pipes will likely arouse the attention of law enforcement. A Sword using a weapon like that may raise a few eyebrows, but assumedly they passed all the tests to become a Sword, so.
4) We don't really understand this question! We don't have an area called the 'Badlands', and we aren't sure what you're intending to establish. There is an existing desert, but it has already been established that Union did not reach this desert until a few months ago over the course of the game. If you have questions about creating an AU suitable for your character, please feel free to tell us what you're going after and we'll try to help you make it work. We cannot create new map areas at the request of individual players, however, and we generally prefer not to create entirely new civilizations if possible.
