It kind of varies. Tattoos societal are generally considered to be from earlier more tribal origins, so some professions and organizations still use them ceremonially. The working class folk tend to be of varied opinion and they're much more common there. The upper class folk tend to see it as a bit uncouth and are less likely to view it favorably.
