For clarity, the blight event you're referring to is the one in Glacier described here?

If that's the case, it was a small area confined to the Glacier region. If Elaine is close to Glacier that's plausible, but it was an isolated incident over a small area. It was also cleared up before it got out of hand thanks to PC efforts.
