Enhanced are actually based to some degree ON Cybernewtypes so it's definitely a good fit! Having a Psychic typing would absolutely justify some of that sensitivity. For this character, I'd honestly recommend just making him an Analyst and having him train hard but not actually benefit from the extra perk. You can express that mechanically by him intensive training a lot just as easily.
