We discussed this a bit, what we can allow for a Zorua shifter is the ability to use the Illusion ability essentially as it works in canon, so you can take the illusory shape of a human OR Pokemon, but it has the drawbacks of a standard Zorua and the illusion is broken upon taking damage, but that's all that can be done with it.
If the character in question has a lot of illusion-based abilities, you may want to consider a different trait - Shifters are typically restricted to just the ability-set of the chosen Pokemon Pokemon in exchange for the ability to shapeshift into said Pokemon as they wish and understand Pokemon speech. Other Enlightened typically have a bit more leeway to mimic canon abilities.
