Generally, a person can apply to work as a delver once they reach adulthood. However, it isn't unheard of that certain people with an aptitude for the profession might be put on something of a fast track. Obviously you wouldn't see any 10-year old delvers, but with the right circumstances, someone in their mid-teens may be considered for apprenticeship or even full delver status.
