Is the Pokemon Habitat the only area where one would have encountered their starter pokemon, or would they be free to roam the residential district, etc.?

(Basically, I'm wondering if it would be possibly for a character to meet one as a child (perhaps in an area not strictly...safe for kiddos?) and ride them around periodically.)
