Enlightened powers are not restricted to the same movepool that Pokémon are, so in very simple terms, yes, they would be able to. Generally, Enlightened will have access to the abilities and powers that the character would have had in canon, starting off with their very rudimentary powers and essentially leveling them as they grow and get better themselves.
