Porygon is terribly odd and its behavior can't really be explained by any rational line of thinking. Its interests include attacking stationary objects at random, mint tea (that it can't actually consume due to the lack of organs), and standing in people's paths when they're trying to get somewhere in a hurry. It doesn't express many facial emotions besides amusement and happiness, so at least it always seems to be quite cheerful.
