That is correct. However, although Numel wasn't revealed yet in the West Desert it was already revealed elsewhere (in the Volcano). We haven't changed the Intensive Search rules but what we did change that if a Pokemon has already been revealed elsewhere on the map it will be instantly revealed any other place on the map. Which is why Numel was instantly revealed.
