This is basically all fine except for one small detail which is the circumstances of his having been left outside Union. Due to the state of Union until very recently, they were completely cut off from all other human societies. We just ask for a few more details on this, such as having been left there by one of the smaller Union farming communities outside the walls or perhaps by a Ranger family. Some circumstance where his appearance wouldn't be so unusual as to send the whole city abuzz.
