Whoops, that was actually an error in my editing part! Elliot is never actually stated to be alive or dead (leaving the possibility for him to be appable if someone were interested in apping him), he was just injured by Litwick's flames. That part should say "He was very dismissive of his sister's friend's injuries due to what happened to him in the Old City." Logan believes that Elliot is still alive which is why he's so dismissive of Elliot's injuries. (After all, his sister lived through such injuries, so he thought Litwick wasn't powerful enough to severely injure anyone. He isn't aware that his sister lived through the flames because she's a Fire-type Enlightened.)

So essentially, Logan is very dismissive of what happened because he feels that it wasn't a big deal. Yes, Elliot was injured and yes, it was essentially his fault (since it was his Pokémon who attacked), but Logan doesn't feel that it was that bad. Had this resulted in Elliot's death he would feel bad, just as you guys have figured. However, because he believes Elliot was only injured, he ultimately sees nothing wrong with what happened. This plays into how selfish and self-centered he is; the fact that Elliot could have died doesn't even occur to him. He didn't die, after all. Perhaps this is something that should have occurred to him, but it hasn't. His dismissive attitude towards what happened is both because he wasn't very fond of Elliot (both because his "advice" was unappreciated and unsolicited and because he may or may not have been involved with Logan's little sister [and he is quite the overprotective big brother]).

Repercussions for the injury are definitely understandable and while Logan would be rather irritated by being monitored, he wouldn't say anything about it and would be as civil as possible to everyone involved. This would be because he doesn't feel it's necessary. Again, he doesn't think Elliot's injuries are that severe and as such, sees no reason for the surveillance and training sessions.
