Minccino is level 36. Like all members of its species, it has a passion for cleaning - but what this Minccino loves cleaning most is itself. It's fastidious and persnickety, refusing to allow its coat to become soiled by dirt, mud, or general everyday wear. Seeing other Minccino using their tails as brooms is enough for it to need to sit down for a little while (after ensuring the seat is clean, of course). The shock is that great.
